  16. <p>"We told you! We called you! You never paid any attention to us!"

  18. <p>    Residents throughout the Reforma District of Guadalajara,
  19. Mexico, had complained bitterly last Tuesday about the strong
  20. smell, like gasoline's, that was wafting up from the sewers.
  21. City officials could not find any leak, however, and called off
  22. their investigation just hours before a series of explosions
  23. ripped up the streets Wednesday morning. More than 200 people
  24. died, and 15,000 others lost their homes.
  25. </p>
  26. <p>    Such accidents are sometimes caused by an industrial
  27. plant's indiscriminate dumping of flammable waste products into
  28. the sewage system. Investigators in Guadalajara quickly focused
  29. on two possible culprits: a cooking-oil factory and a state-run
  30. petroleum facility.
